Judge: Chevron must halt Richmond expansion

A judge has ordered Chevron Corp. to stop work on its controversial oil refinery expansion in Richmond, handing environmentalists their biggest victory to date in a long fight over the project.

Contra Costa County Superior Court Judge Barbara Zuniga gave Chevron 60 days to wind up work on the project, which would have given the 107-year-old refinery greater flexibility to process different types of crude oil. Zuniga's orders, dated Wednesday, were released Thursday.

Her ruling doesn't kill the upgrade project outright. But before it could proceed, Chevron would need a new environmental impact report and a new permit from the Richmond City Council, which narrowly approved the project last year.

There's only ONE problem! If you did exactly as spelled out above, these SAME 'Environmentalists' would be frantically DIGGING for =something else= to CRY LIKE A BABY about!

I can already 'hear' them complaining that Exxon/Mobil's prices are too high compared to what their brother/sister pays at a "Chevron" station in the county next to them! "Why can't we have CHEVRON stations in my county!?!"

I have a really 'tasty' SUCKER for _every_ "Special Interest Group" in the U. S. that drives =our= prices/taxes continually -HIGHER-!! They can simply F.O.A.D.!! And that =includes= the EX 'Price Is Right' host!!!!!

More idiotic tree-hugger NIMBYs strike fear into the heart of one more brainless Superior (superior to what?)Court Judge........for crying out loud, Judge Zuniga....the refinery is ONE HUNDRED SEVEN YEARS OLD!!!!!!! ......if the complainers don't like to live near a refinery then they shouldn't have moved near it in the first place CAUSE THEY AS SURE AS HELL AREN'T OLDER THAN THE REFINERY!!!!!!! This is as stupid as people buying a house near an airport then complaining about the noise the airplanes make. No special favors for Chevron. Refineries are especially dirty and pollute the air and the water table. Chevron must be made to turn in a complete environment impact statement. What are they omitting on purpose?

Unfortunately the refining capacity of the US needs to expand to meet present and future demand...where will the new refineries be built? Everyone wants lower prices, but no one wants a refinery near them.

This is BS. This Judge needs to be removed from the bench. Is there something wrong with the environmental impact report that was provide last year when they received the permit? Can't change the rules in the middle of the game!!!

i did live briefly in the bay area in the early to mid 80's--sure am glad i ran outta loot and had to return to north carolina--where i have run outta loot again...

thanx bush and nobama for my job that i don't have and the bills i can't pay...who the h*** can live offa minimum wage ???...

I would hope after the inspection they might be able to continue. They are not going to build any new ones. The change will be to alternative fuels and power in the near future. Conservation keeps your money in your pocket.

This makes no sense when we need more domestic refining capacity.
Expanding an existing refinery will almost certainly have less environmental impact than building a new one someplace else.
Not to mention the fact that we need any jobs that this expansion will create.

This refinery is 107 years old? Did it run on gold from local prospectors when it first opened up, or was that just how they invested in this new-fangled technology at the time?

This judge, the enviro-marxists and the shiester lawyers that bring about these kind of lawsuits are just three of the many reasons.

And we wonder why refinerys are like local monopolies, being required to make "boutique" blends that can be only used in certain areas. If we had more competition in refiners. If it was easier to expand or build a new refinery, there would be competition to keep prices down. I despise NIMBYS. I remember my local water company tried to build a facility in my town and all the NIMBY's came out opposing it. It was able to be built, and there have been no problems, but the lawyers and lawsuits, all costs passed on to the consumer.
