I saw a homemade system installed in a gas powered car. The idea was to use the hydrogen as a fuel supplement. The contraption looked very dangerous I could could not get that time bomb out of my shop fast enough.

Water powered "fuel" = river + dam.
Unless he found some catalyst to split the hydrogen and oxygen spontaneously the process needs a source of power itself.

Don't bet on it. Somebody will find a way to capitalize on this until we can't even afford clean drinking water. Remember corn to fuel? And there are already places where water isn't that plentiful, not to mention the water that's being contaminated by fracking. Hey...maybe there's an energy source there! Can't drink it, might as well burn it!

Note that he is a "self-taught" engineer. They don't teach this kind of creativity in Universities and Technical Colleges. Those institutions are more interested in churning out obedient lemmings to enter the work force.
Questions not answered: Where does he get the electricity to power the electrolysis? Can he generate enough electricity from the hydrogen to create a self-perpetuating system, with enough power left for a home or vehicle? Does he also capture the oxygen released from the water?
