Judge: Chevron must halt Richmond expansion

San Francisco Chronicle -- David R. Baker, Chronicle Staff Writer
Thursday, July 2, 2009
A judge has ordered Chevron Corp. to stop work on its controversial oil refinery expansion in Richmond, handing environmentalists their biggest victory to date in a long fight over the project.

Contra Costa County Superior Court Judge Barbara Zuniga gave Chevron 60 days to wind up work on the project, which would have given the 107-year-old refinery greater flexibility to process different types of crude oil. Zuniga's orders, dated Wednesday, were released Thursday.

Her ruling doesn't kill the upgrade project outright. But before it could proceed, Chevron would need a new environmental impact report and a new permit from the Richmond City Council, which narrowly approved the project last year.

Sounds like both sides might be willing to compromise. What a novel concept. Based on some other posters' comments, many people are too rigid in their opinions and are unwilling to listen to anyone else.

Just a clarification, the US buys most of its OIL from your country Canada, then Mexico, then Saudi Arabia.

EPA_Regs2Blame from Michigan...

Have you seen someone about your anger issues? I must again remind you that the President's is OBAMA without embellishment. I was amused that you chose this particular name for him cause round here bamma is a state!

You needn't agree with him, in fact that you don't could make this thread more interesting, IF, you had a single constructive thing to say, or made reasonable sense! Further, as a citizen, you are one right?, you owe the office respect. Just your basic stuff you learned at home. Schoolyard puns belong with the babies in the schoolyard.

The topic is a refinery expansion in CA...can we get back to it?

I don't live with an oil refinery in my backyard. However the attorneys for the environmentalists must have produced some compelling proof in court, for the judge to have Chevron pack up. (how many times have the American people been duped before...by something they told us was OK?)

This is absurd. Part of the reson for higher prices is not enough refinig capacity

Having lived in Hawaii I am very familiar with "environmental impact statements" it is the reason Hawaii no longer has a Superferry shuttling people between Maui and Oahu, lost revenue, lost tourism but no ferry just what the locals wanted ...sounds similar.

The costs incurred thus far will be passed along and this will restrict refining capabilities, thus causing even higher prices.

So when the price of gas starts going up in Richmond, because of the limited supply of gasoline, who do you think will get the blame, the eeeevil oil companies or the eeevil environmentalists that halted additional supply for the area?

No problem, they can just send all of their refined porducts to other counties, and state, and this county can just import all of their fuel at a higher price.

Decisions like this always put upward pressure on gas prices. Less production and a lot of Chevron's sunk cost that has to be recovered. I hope there really was a sound basis for the ruling.
